[OPEN-ILS-DEV] Grace Period

Is there a way I can just make the grace 0 then?

Peeking at generate_fines in
Open-ILS/src/perlmods/OpenILS/Application/Storage/Publisher/action.pm,
it looks like that would take development.

Mike would have to tell us how much development.
