[OPEN-ILS-DEV] Proximity stuff in 1.4.0.4 seems confused.....

Just finished installing 1.4.0.4 and trying to setup the proximity
stuff, getting these errors below.  It is also taking A LONG TIME 

(5+ minutes, 1.4.0.2 finished in 15 seconds).
