[OPEN-ILS-DEV] PATCH: Fix for deeper org trees

At SITKA we are testing a complex 4-level org tree, for example:

Consortium -> Federation -> System -> Branch

Initially when tested this setup, there was a glitch in the OPAC which
made copies not display properly in a 4-level org tree -- you wouldn't
see the holdings when searching at the "Branch" level.  This was
patched (r12470), however, it seems after that patch, copies are
*only* visible when you are searching from the branch.

This makes it so that when you select a any org unit from the org tree
selector, you will automatically see the holdings (as "local") of all
your selected org unit's children.
