[OPEN-ILS-DEV] Trivial Patch - ue_config.js

Hello all,

Working at a college with a large Dutch population, we have an extremely large number of last names with spaces in them (Van X, Vander X, De X, etc.).  Unfortunately, the user editor would not allow them.  The attached patch fixes that, and I also believe it provides the functionality intended in the first place (the variable is named 'nonumRegex', after all :)
