[OPEN-ILS-DEV] Z39.50 Enhancement Suggestion

I've notice that our list of Z39.50 targets for cataloguing is growing long, and would find it helpful if Z39.50 targets could be grouped in accordance with our own categories. Our phase II migration will bring over even more targets.

This would assist in making the growing list of targets more manageable, especially in a consortial setting or in a diverse-subject, multi-branch system like ours.

A few desirable features:

- A Z-target can appear in more than one category (preventing duplication of targets that could appear under different categories)
- A category can permit "select all children" functionality, permitting our cataloguers to more easily target multiple servers according to our assigned category or subject specialities
- Option to toggle between A-Z listing versus listing grouped by category (with one or the other being the optional default since some may not find a grouped view useful).
