[OPEN-ILS-DEV] records that don't import using NFD or NFC

Hello,

Here are a couple of records that do not make it through
direct_digest.pl when using NFD or NFC.

The first record fails on the first letter in the author's last name,
C3A1 C2B8 C2A4 in the input, it became ı̀Þ after
running it through marc2bre.pl. Originally in Aleph it was E1 B8 A4,
"LATIN CAPITAL LETTER H WITH DOT BELOW"

The second record fails on the first letter in the author's last name,
C3A1 C2B8 C28E in the input it became ı̀‌ after
running it through marc2bre.pl. Originally in Aleph it was E1 B8 8E,
"LATIN CAPITAL LETTER D WITH LINE BELOW".
