Assuming the system is running in multi-domain mode...

Is the open-ils.permacrud service listed in the <services> section of the
public-facing router in /openils/conf/opensrf_core.xml ?

The path to that setting in the XML config (as XPath)
/config/opensrf/routers/router/services/service

There should be a list of exposed services there, and open-ils.permacrud
should be one of them.
