[OPEN-ILS-DEV] Copy Locations Editor

We have our test 1.4 up and running.  I'm on with the client but I went into Admin and tried to Create a new copy location and I can't seem to do it.

I'm logged on as admin   Should I be logged on as something else?  I did modify and add a few OUs via cgi.  I just want to add a few of our copy locations before importing some bibs and making some items.
