[OPEN-ILS-DEV] Ev 1.4 Circ rules

Despite the fact that I still can't Add Item in the client, I've loaded a couple hundred bibs and items using a batch load.  

We wanted to play around with circulation in test.

Is it true that some of the circ rules are in tables now?  But do we still have to modify javascript files to try to customize the circ rules a bit?  Or is there a new interface to do that?
