OK, I think that's the problem.  generate_circ_notices.pl expects Perl
Template::Toolkit email templates.  For example,
Open-ILS/examples/templates/overdue_7day.example.  It looks like you are
trying to use the old home-grown template syntax, instead, which won't work.
