[OPEN-ILS-DEV] permissions question

Other changes seem to take place fairly immediately, in that I can add
permissions to a group and everyone seems to have them, without having
to run autogen.

Is running  'autogen.sh -u -c /openils/conf/opensrf_core.xml' necessary
to load these changes?
