[OPEN-ILS-DEV] Setting up a developers' IRC meeting for next week

Ah, yeah... although some of us like late night coding sessions, and
we do have a geographically diverse group of potential contributors,
please read those as 2:00 pm and 3:00 pm this time around. Thanks for
catching that, David!
