If "opportunistic hold capture stalling" is in effect, then op-capture
will only work at the pickup lib during the stall period, but a
specific item (and barcode) may be targeted elsewhere outside of the
pickup lib.  I'd rather it work such that op-capture only works at the
pickup lib and at the "pull" lib during the stall period.
