I suspect your image is no longer pristine.  I downloaded this one:
http://open-ils.org/~denials/Ubuntu804.zip

And it only has rel_1_2_3_0, and server as a symlink into it.

The latest 1.2 Windows staff client can be found here:
http://evergreen-ils.org/downloads/evergreen-setup-rel_1_2_4_0.exe

So to make that work, you'd need to do

cd /openils/var/web/xul/
sudo ln -sf rel_1_2_3_0 rel_1_2_4_0
