[OPEN-ILS-DEV] 1.6RC1 - Import (Staff Client) - possible bugs

A few issues for import via Staff Client

* diacritics -- following import of records from III export -- accents don't show up properly in Staff Client and OPAC - eg. "G©♭ologie" instead of "Géologie"
* during import of larger record set (3000 records), Uploading Status > Processing counter stopped counting for this batch at 440 records (import not successful). Success with smaller batch (55 recs).
* in Record Import > Record Queue the display of extra characters in Prev page Next page navigation:
         Â« Previous Page    Next Page Â»
