[OPEN-ILS-DEV] Staff Client Build/Update Enhancements

General idea:

Simplify the build process to remove the STAFF_CLIENT_BUILD_ID part of  
the make process, ensure the default version conforms to Mozilla  
specifications so that version checking (especially when building as a  
Firefox extension) works, add support for building clients (including  
windows installer) and for automatic updating in the staff client, etc.

Also has a few new strings that, if added to the main source tree,  
will need to be added to the translations list.
