[OPEN-ILS-DEV] Serials interfaces in trunk!

Hi all,

A massive contribution of code from Dan Wells has just been merged into 
trunk (r17215) providing new serials interfaces for dealing with 
subscriptions, distribution, predicting, receiving, binding and more! 
His work builds on the serials schema as developed earlier in the year, 
also realized with a great deal of effort by Dan.
