[OPEN-ILS-DEV] [PATCH] #525069 ensure correct version of Encode on Etch and Hardy, drop Gutsy

Hi,

The attached patch updates Makefile.install to list libencode-perl as required for Debian Etch and Ubuntu Hardy in order to ensure that the version of Encode > 2.12 on those platforms.  Encode 2.12 has a bug that breaks decoding of UTF-8 strings, resulting in mangling of diacritics during autogen.sh and saving bibliographic records.

This patch also removes Ubuntu Gutsy from the list of supported platforms for two reasons:

* libencode-perl was never backported to Gutsy
* Gutsy is not LTS and is no longer supported by Ubuntu
