[OPEN-ILS-DEV] double titles

Hello Grant,

I have definitely seen this happen, and most often have seen it in the Staff Client.  I have not spent any time looking into at this point, though, as it just doesn't happen enough to be more than a curiosity.  It *seems* to happen most often immediately after doing a small edit, but that hasn't been verified in any way.  Here's hoping the changes Mike referenced takes care of it.
