[OPEN-ILS-DEV] [PATCH] remove empty controlfield elements during ingest

Hi,

Attached patch removes empty controlfield elements, which can be produced in a couple different ways during the ingest of slightly invalid MARC records.  Backport requested to rel_1_6 and rel_1_6_0.  Addresses problem identified by Evergreen Indiana.
