That is indeed a grey area, particularly in a consortial catalog.  I suspect that more most practical purposes, setting it to the shortname of the top OU would be sufficient, but if users would care about distinguishing between the consortium and members of the consortium as far as the 003 is concerned, I think it would have to be a setting.  A consortium might want the 003 set to the library level OU based on the workstation of the cataloger (or some notion of bib record ownership), while a multi-branch system may want it set to the top-level OU.
