[OPEN-ILS-DEV] Hard Due Dates Patch

Untested upgrade SQL file and DCO included, otherwise should be  
identical to what was discussed in IRC today, Mike Rylander asked I  
send it to the list with the DCO and such, I assume for documentation  
purposes.
