[OPEN-ILS-DEV] Restrict circulation quantity by type

 For in-db, this is handled through configuration of the
config.circ_matrix_circ_mod_test and
config.circ_matrix_circ_mod_test_map database tables.  There's a GUI
component to handle it in the staff client.  Or you can modify the
tables and enter values directly to control this behavior.

Not entirely sure how it affects multiple library consortiums though. 
We're still testing it ourselves.
