[OPEN-ILS-DEV] reingest all records

Thanks Ben,

But does that assume assumes that metabib.full_rec (which is a view on
metabib.real_full_rec) is accurate?. 
We are thinking that part of our need to reingest is that
metabib.real_full_rec needs to be refreshed.

Does this sound reasonable?
