Yes, it would.  In the long run, there might be a translation issue to think about for such comments, though that shouldn't get in the way of people sending patches to add DB comments, mind you.

Yes.  I.e., anybody with the inclination to go through the schema should feel free to submit patches.  If somebody can supply the text but doesn't feel comfortable updating the SQL scripts, help is available from me and others.
