[OPEN-ILS-DEV] RELEASE TEAM: 2.1-rc2

Evergreen 2.1-RC2 staff client has been built and uploaded to web server.

I had to manually bump the xulrunner version to 1.9.2.19 for the win client to build properly.  Noted this in the steps taken for RC2 on the wiki.

Pushing changes to website git repo for the downloads page, but won't refresh live webpages till updates are finished for the wiki pages.  Also, we appear to be missing a ChangeLog-2.1_rc1-2.1_rc2 file in the previews directory.  I reviewed the ChangeLog that shipped with the 2.1-RC2 tar.gz and it's a full ChangeLog all the way back through February, instead of just a gap since RC1.
