[OPEN-ILS-DEV] template toolkit master merge branch

Will that result in someone who has a single really big list (compared  
to several smaller lists) to continue to have the problem?

The "one bucket at a time" wording seems to make me think that if they  
only have one bucket with a lot of entries then nothing will have  
changed.
