[OPEN-ILS-DEV] 2.1 back-port of patron collections exempt permission

Hi,

I recently pushed a change to 2.1 and master that allows staff to mark a 
patron as exempt from collections processing: 
0e0026ad7a81812b1831433aedf12c6884a50c64.  It's managed with a user 
setting set in the patron editor.  Not long after, though, I added a 
permission to control who gets this power.  The permission didn't come 
along until after the 2.1 feature freeze, so I didn't back-port it.  I'm 
here to make the argument that, though this is not a bug fix per se, 
lack of the permission 2.1 is a security concern that justifies the 
back-port.  It doesn't require a DB change, just some seed data.
