[OPEN-ILS-DEV] Offline Processing Improvements

Howdy,
  I'm working with a library and implementing some features they are
requesting into Evergreen specifically related to processing of
Offline Sessions.

  The first feature add is some tweaks to the XUL runner UI to
indicate status and information about any off-line pending
transactions (pending_xacts).
  The second feature add is inside the cgi-bins offline.pl script, to
skip transactions where the transaction date is before the Asset
status_change_time.

  On part one it's a few simple updates to the main.xul and main.js,
second part is also some pretty simple updates in offline.pl and it's
configuration file.
  I've implemented these changes in the Squeeze image, and they didn't
break extra stuff that I saw in my test pass.
  I've implemented them in my local test-bed which is 2.0.6 and they
seem to work OK.

  Questions I now have: should I make a bug/issue for each feature or
lump this to one "offline handling" type bug?  Should I plow forward
with creating a dev:proposal page in the wiki (I have access) and a
Blueprint in launchpad?
