Your example seems correct. That's the right idea for populating that
particular column, and how to represent what would be in an 853 (or 854
or 855) tag. Just make sure what you put in there is always valid JSON
syntax for an array (your example is).
Of course I'm not guaranteeing that the whole serials system just starts
working once that table is populated, I'm just saying you're doing it
right for that column.
The holding_code column in serial.issuance works the same way for 863,
864, or 864 tabs.
