[OPEN-ILS-DEV] RELEASE TEAM: OpenSRF 1.6.3 uploaded

Hi all,

Wiki pages related to OpenSRF have been modified to show that 1.6.3 is
the latest version available.

I applied the changes for the downloads.php, so that just needs to be
uploaded to the actual web server.
