[OPEN-ILS-DEV] Staff Client - Library Settings Editor Mockup

I have put together a small list of things that I would like to change as
well as a simple mockup for the new Library Settings Editor. Any feedback
would be great, things you don't like here, or don't like in the current
editor; thanks.

This is the current setting editor, I think that a revert and cancel button
would be good, as there is nothing that does this now clearly.

This is the settings editor that I'm proposing, of course this isn't in
dojo, but it will be in the end.
