[OPEN-ILS-DEV] Web Front-end and StaffClient

I am thinking about making a Drupal profile for Evergreen.
It looks like the whole user-facing piece could be included in a web-app
rather than a web-app plus a stand-alone EXE.
That would push the decoration and skinning to the Drupal side and get rid
of the requirement to update the staffclient
as a separate operation.  It would also make customized data views simpler
(in case any librarians or cataloguers care about that).
