[OPEN-ILS-DEV] Upgrade problem with 2.2-beta1

I upgraded one of my servers to 2.2-beta1 last night and ran into a 
problem with 0700.schema.serial-holding-groups.sql:

psql:0700.schema.serial-holding-groups.sql:141: ERROR:  malformed JSON 
string, neither array, object, number, string or atom, at character 
offset 0 (before "(end of string)") at line 20.
CONTEXT:  PL/Perl function "materialize_holding_code"

I ran script 0700 up to:

-- starting here, we materialize all existing holding codes.

It fails at this line:
UPDATE serial.issuance SET holding_code = holding_code;

I upgraded another system earlier in the day, but that system had an 
empty serial.issuance table and did not throw an error.
