[OPEN-ILS-DEV] Feature Proposal: New Tab

Happy holidays everyone! We ( Catalyst ) have worked on this feature over
the past couple of weeks, taking into account all the great input we
received. We feel that our code is ready for testing & review, and the
branch link has been added to the feature wiki, blueprint and bug report.
As our team is still relatively new to this process, please let us know if
we can/should do anything differently for future contributions.
