[OPEN-ILS-DEV] Proper approach to localization in staff client

Hi all,

I'm adding a small amount of text to the register_table.tt2 page in the
staff client, and I want to ensure that it can be properly localized
with the rest of the text.  I thought it would be done using server-side
processing (" [% l('...') %]", but the result was no text.  Can someone
point me in the right direction?
