Currently, none of our biblio.record_entry items have the 'owner' column set. How does this column normally get filled? Is it safe to update the column via SQL (will changing it from empty to a value cause visible changes in either the Staff Client or the OPAC)?

It won't today. The plan is to use that column in combination with
share_depth to restrict who can edit bibs, and attach call numbers and
copies.
