I regularly set my "max version" to say 20.* and run with xulrunner
18.x for development / testing purposes without any consequences.

I think the 14.* is just an artifact of what we tested with going into
2.3 and what the "make staff_client" Makefile targets currently
download. Thomas has an updated branch that grabs the latest version
of XULRunner & updates the application.ini automatically that has not
yet been merged.
