This is arguably a bug similar to others where we've left space in the
sequence values for stock system values, so I've opened
https://bugs.launchpad.net/evergreen/+bug/1097399 accordingly - maybe it
will help new libraries launching Evergreen avoid this upgrade issue in
the future.
