I've pushed the 2.3.8 candidate release files to the Evergreen previews

There is a release branch at working/user/berick/rel_2_3_8

Similar to the 2.3.7 release, this release only contains a smattering of
bug fixes.  I'll make the release official tomorrow, barring any issues
with the RC.
