[OPEN-ILS-DEV] [RELEASE TEAM] 2.4.5 and 2.4.6 moved from previews/

I've moved both of Evergreen 2.4.5 and 2.4.6 from previews/ to
downloads/.  I didn't get any feedback on either, and don't really
expect any in the near future -- I know most folks that could test are
focusing on 2.5 and master, which is fine.  Can we get the downloads
page updated to reflect 2.4.6, please?
