[OPEN-ILS-DEV] URI scoping in Evergreen

I can speak a bit to this: yes.

I will give an example.  In SCLENDS we have a number of members who are
part of a collective Overdrive purchasing group called Jasmine.  However
not all SCLENDS members are (or can be by Overdrive's rules).  However,
each of these are at the same level in the hierarchy since they are all
systems.
