[OPEN-ILS-DEV] On-order Overaly at Sitka's git branch

As per the discussion at the dev meeting, here are some links to the On-order overlay feature that Sitka added to its system.

We keep our TT2 files separate from our backend files, which is why there are two branches.  The files listed there all work together to form the new functionality.

The interface needs to be added in a another section of the Staff Client, but I do not recall at the moment which part that was.  I am guessing the tt2 changes need to be made to the Acq interface as well.
