[OPEN-ILS-DEV] Change to 2.10-rc date

Hi,

As there are a number of pending bugfixes that I would like to include in
the 2.10.0 release, I am moving the date of the release candidate to
Monday, 14 December 2016.  The final release date will remain 17 March
unless a brown bag appears.
