[OPEN-ILS-DEV] Freezing rel_2_10 for moment

Hi,

I will be cutting the 2.10 release candidate tonight, and as of now, I
am declaring a partial freeze on the rel_2_10 branch until 2.10.0 is
released on Thursday. Please push to rel_2_10 only if:

- you are me, or
- you've asked me first, or
- you are pushing a documentation change
