[OPEN-ILS-DEV] Acknowledgements and Release Notes

I wish it was easy to capture everyone.

I think people who report bugs are worthy of praise.  A simple
practice might be to consider bugs entered between releases,
regardless of whether they get fixed or not or which releases they're
targeting.  Maybe seed the first set of acknowledgements with everyone
who has ever submitted a bug report on Launchpad.
