[OPEN-ILS-DEV] Core committer responsibilities

Hi,

Following up on discussion at the hackfest yesterday, I have copied
the draft document outlining responsibilities for the core committers,
both individually and as a group, over to the wiki:

My sense from yesterday is that no particular objections were raised
to this statement, but I would like folks to digest it further.  I'll
add an item to the agenda for next month's development meeting to to
finalize this, but let's use this thread for discussion.
