[OPEN-ILS-DEV] Gentoo packages progress

Hello

I've completed a first draft of a Gentoo Overlay with Evergreen packages. 
There is still a lot of work to do before this is ready for release. Still, I 
have managed to install an instance of Evergreen on my systems using it.

I've published it on my Subversion repository for anyone who wants to look.
