[OPEN-ILS-DEV] i18n in Angular client

Thanks, Bill and Ben -- both for your informative emails and your work
on POEditor.  You've answered most of my questions.  My only question
remaining is if there's a way we can seed either the .xmb files or the
POEditor instance with existing translations of the dojo interfaces.
As we convert more interfaces from dojo, it would be nice to not have
to start from scratch with all those translations.  It would also be
nice to save developers from copy/pasting translations one-by-one into
.xmb files as they port specific screens.  Any ideas?
