[OPEN-ILS-DEV] Evergreen 3.5 beta commit freeze and rel_3_5

Hi Devs,

The release team would like to request a freeze on code/doc commits to the
Evergreen repository for tomorrow, March 4th, while we compile the 3.5 beta
release.  Commits related to the release are of course acceptable.

This will help us avoid getting out of sync while we compile the
documentation, SQL changes, etc.

And as a heads up, we'll also be creating the rel_3_5 branch as part of the
3.5 Beta release cutting.
